⚠️ Strategic Shift: China’s Export Control Landscape (Announcements n°11 from 24.02.26 and n°20 from 24.04.26)


🌐 Extraterritorial reach

• Export Ban: Chinese exporters are prohibited from supplying dual-use items to the European & Japanese companies listed in these Announcements with immediate effect.

• Third-Party Transfer Restriction: It is now prohibited for anyone to transfer or provide dual-use items of Chinese origin to these European and Japanese listed entities.


🛠️ Strategic Implications for the Industry

To mitigate operational and legal exposure, organizations must prioritize:

☑️ Deep-Tier Audits: Reinforcement of the "Know Your Origin" (KYO) Due Diligence in addition to the "Know Your Client" (KYC) and "Know your Supplier (KYS)" ones. Transparency at the sub-component level is crucial!

☑️ Contractual Safeguards: Review force majeure and supply obligations in light of these specific Chinese regulatory shifts.

☑️ Strategic Decoupling: Accelerate the qualification of alternative sources for dual-use items - specifically in sensors, high-performance materials, and specialized electronics.
