17.06.2026 - Provisional Agreement of the EU Council and EU Parliament on the "Defence Readiness Omnibus"

🚨 EU Omnibus Defence : almost there !

A really long process despite an urgent need : the Omnibus V package on defence readiness was adopted by the EU Commission on 17 June 2025. The package includes proposals for two regulations and one directive, as well as drafts of delegated regulations aiming to facilitate defence investments and conditions for defence industry such as permit-granting and transfer licenses and to simplify security and defence procurement.

⚠️ A provisional agreement has finally been reached between the EU Council presidency and the EU Parliament's negotiators.

What to expect in terms of transfer licenses simplifications ?

👉a reinforcement of the "funnel" logic : Member States can activate a range of license exemptions. If they do not, they shall publish a range of General Licenses.

👉 new simplified processes for : 

  • intra-Group flows in the context of "structured intra-EU industrial partnership"
  • flows between CERTIDER-certified entities
  • flows relating to the implementation of projects funder under an EU defence industrial programme.

❗ But also strengthened expectations to obtain the CERTIDER certification and as it is a Directive, much will depend on the willingness and speed of individual Member States to transpose these new options into national law ! 

📆Next step ? Formal endorsement by the EU Parliament. This is planned for September 15th afternoon.
